Public Sector
Moore Stephens Consulting has a long and successful track record of working with public sector organisations, providing technology services and solutions to enable them to meet the challenges of providing better public services, improving public safety, enabling easier access to accurate information and meeting and reporting on key performance targets.
We have provided a range of services encompassing business analysis, bespoke systems development, mobile applications, reporting and analytics solutions to many central Government departments and to large metropolitan emergency services.
With the need to provide consistent improvements in the levels of service provided to the public, it is becoming increasingly important to be able to define, measure and act upon key performance indicators. This is especially true for the emergency services, where measures such as the reduction in the numbers of violent crimes and the reduction in the numbers of deaths caused by accidental fire are critical in assessing the performance of the Police and Fire services respectively.
MSC has been working with the emergency services in London to provide robust and efficient methods for assimilating and interpreting the significant amount of available data, so that personnel at all levels can easily see how their efforts are making a difference to public safety in the capital. Using reports, dashboards and scorecards the performance against all key performance indicators can be seen and readily understood.

Project Examples
Large Metropolitan Fire Brigade - Design & development of an Integrated Incident Management System (IIMS), which will be used by all fire stations to record information on incidents and their outcomes.
Large Metropolitan Fire Brigade - Staff Attendance Recording System (StARS)-This system handles the attendance monitoring and rostering of all staff within the Brigade (approximately 8000).The system is implemented using Visual Basic 6.0 and SQL Server 2005 and has a wide range of users from Fire Fighters to HQ admin staff.
Metropolitan Fire Brigade - A data warehouse audit to analyse the existing implementation of the incident data warehouse against a set of quality acceptance criteria. The report analysed each of the components of the data warehouse against the defined criteria highlighting strengths and weaknesses of the implemented solution. The report also detailed the short, medium and long term priorities and a set of recommendations.
MSC also completed a Business Intelligence strategy with the Brigade which analysed their existing approach to BI and made specific recommendations to improve in the areas of people, processes and technology. Using a series of facilitated workshops with key representatives the current approach to BI was reviewed, and alternative approaches and best practice for data warehousing, reporting and analytics were derived.
NHS - DrugInfoZone - a custom drugs information portal was developed using Visual Basic .NET, Windows 2000, SQL 2000 and Indexing services. The system included a complete document management facility and search and navigation of medicines information. This portal subsequently became a key component of the National Electronic Library for Health (NeLH).
Foreign and Commonwealth Office - Intranet/Extranet portal providing a document and information publishing website for controlled access by all departments and units of the Foreign and Commonwealth Office. This portal provided 24-hour access to all 14,000 FCO and embassy personnel around the world.
Office of the Deputy Prime Minister – MSC worked on the development of e-Fire which is an internet portal for national access by the general public to centralised information and resources about Fire and Rescue Services, and more importantly for advice and guidance on fire prevention in the home..This was a major initiative in the UK and the portal is the primary source of all information and requests for services by the public.
Civil Aviation Authority – MSC worked on two major projects for the CAA. The first was the development of the Air Traffic Controller’s Licensing System (ATCO) which controlled the licensing of all air traffic controllers in the UK and ensured that they had the relevant qualifications for working at any given airport or airfield in the UK. The second project was the development of the Engineering Examination system, which managed the production and processing of multiple choice question papers for all flight crew and engineering personnel. The rules engine in this system was complex with the ability to produce examination papers with multiple choice questions from a bank of over 5,000 potential questions.
